ELIGIBILITY

Professionals and Amateurs with a handicap index when applied to the qualifying course slope will generate a handicap of four (4) or less.  PGA Tour Latinoamerica reserves the right to verify the handicap index of amateurs and to refuse anyone not meeting requirements. 

PGA TOUR Latinoamérica, Korn Ferry Tour, Mackenzie Tour - PGA TOUR Canada and PGA TOUR China Series current members will have priority to register if entries are received by 5:00 pm ET Wednesday December 2nd and subject to available spots determined by first come first serve basis.

ENTRY DEADLINE

Deadline entries by eligible players (professional golfers and amateurs with attested handicaps of 4 or less) shall be 5:00 PM ET on Saturday December 5th subject to availability.  

ENTRY FEES

(a) $100 for PGA TOUR Latinoamérica Members, Korn Ferry Tour Members, Mackenzie Tour-PGA TOUR Canada Members and PGA TOUR Series-China Members.

(b) $200 for all other entrants.

FIELD SIZE

120 total entries.  PGA TOUR Latinoamérica members, Korn Ferry Tour members, Mackenzie Tour-PGA TOUR Canada members and PGA TOUR Series-China members are guaranteed a spot in the qualifier as long as they register by 5:00 PM ET on Wednesday December 2 and subject to available spots determined by first come first serve basis.  After 120 entries are received, a conditional waitlist begins.  Entrants on the conditional waitlist whose entry into the field is confirmed shall be notified as soon as possible.

FORMAT

Play will be 18-holes of stroke play.  There will be ten (10) qualifying spots. To the extent possible, hole-by-hole playoffs for qualifying positions shall be conducted immediately following the completion of qualifying competition play.  It is not necessary to identify alternates, since a withdrawal by one of the ten open qualifiers will result in that qualifier being replaced with a player on PGA TOUR Latinoamérica alternate list. PGA TOUR Latinoamérica reserves the right to change the format, venue(s), qualifying spots and allotments, and other criteria set forth herein as presently contemplated due to adverse weather or other circumstances (see Reduction & Cancellation below).

Upon approval by the on-site PGA TOUR Latinoamérica Rules Official or designee of the Open Qualifying site round scores and prior to starting a hole by hole playoff, contestants that earn a qualifying position are in the field of the above-named tournament.  In the event of a tie for the last Open Qualifying position, a separate hole-by-hole playoff competition will be conducted to determine the player(s) that will earn the remaining qualifying position(s) for the above-named tournament.

Prior to the approval of the round scores at an Open Qualifying site, an Open Qualifying contestant who gains entry into the field of the above-named tournament shall be removed from the Open Qualifying competition, even if the player has completed his Open Qualifying round and returned his scorecard.

A contestant competing in an Open Qualifying hole-by-hole playoff that gains a position in the field via the alternate list of the above-named tournament shall be removed from the hole-by-hole playoff.

A contestant competing in an Open Qualifying hole-by-hole playoff that earns an Open Qualifying position is in the field of the above-named tournament and is removed from the alternate list.

STARTING TIMES

Starting times will be available after 12:00 PM on Sunday December 6th sent over email and posted at the host facilities.  Starting times and groupings are made at the discretion of PGA TOUR Latinoamérica and specific requests will not be granted.

WITHDRAWALS

Applicants must withdraw prior to the entry deadline to be eligible for an entry fee refund. 

No other refunds will be given.

Contestants who withdraw during the round may be subject to disciplinary action.

RULES OF GOLF 

Play shall be governed in accordance with the Rules of Golf of the United States Golf Association, as modified by the PGA TOUR Latinoamérica Local Rules and Conditions of Competition card and supplemented by the Notice to Competitors.  Questions or disputes (including equipment rulings) shall be settled by the on site Rules Committee appointed by the PGA TOUR, whose decision shall be final.

DISTANCE MEASURING DEVICES

For play in Open Qualifying, a player may obtain distance information by use of a distance-measuring device.  If during the stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g. elevation changes, wind speed, etc.), the player is in breach of Rule 4.3a(1).

SPIKE POLICY

The use of traditional metal spikes is permitted during the Competition.  Soft spikes may be required during practice rounds at the discretion of the host facilities.

TRANSPORTATION

Players and Caddies shall walk at all times during qualifying rounds, except when permitted to ride by the Rules Committee.  Players are not required to have a caddie; they may carry their clubs, use of manual or motorized pull cart is NOT ALLOWED

Anyone seeking a golf cart due to a disability defined under the Americans with Disabilities Act (ADA) should contact the PGA TOUR Competition Department at 904-285-3700 to obtain information on procedures for submitting such requests.  All such request due to temporary injuries or impairments that do not qualify as a “disability” under the ADA will not be granted.


APPEARANCE

Players:  While on the host facility property, players shall present a neat appearance in both clothing and personal grooming.  Blue jeans, cutoffs, T-shirts or shirts with no collar shall not be worn. Players are permitted to wear golf shorts which are knee length, tailored and neat in appearance.  Compression leggings worn underneath shorts must be solid in color.

Caddies:  While on the host facility property, caddies may wear either long pants or tailored solid colored knee length shorts or skorts.  Blue jeans, cutoffs, T-shirts or shirts with no collar shall not be worn.  Smooth rubber sole shoes are required. Sandals, open toe shoes, and golf shoes with traditional metal or soft spikes are prohibited.

CONDUCT

While on host facility property during qualifying rounds; players and caddies shall conduct themselves in a professional manner.  PGA TOUR reserves the right to remove a player from the qualifying competition for; non competitiveness; conduct unbecoming a professional by the player; conduct unbecoming a professional by the players’ caddie.

REDUCTION OR CANCELLATION

Any reduction or cancellation in the respective qualifying competition shall be in accordance with Reduction/Cancellation Guidelines as found in the PGA TOUR Latinoamérica Tournament Regulations. In the event that the competition is canceled without any player having been able to play, all entry fees will be refunded.  In the event the competition is canceled after play has begun, all entry fees will be refunded, minus a $25 administrative charge per player.

If in the judgment of the on-site PGA TOUR Latinoamérica Rules Official or designee, whose decision shall be final, conditions render commencement or continuation of tournament play inadvisable, play shall be postponed until such time as the PGA TOUR Latinoamérica Rules Official or designee determines that such weather conditions or other occurrences or conditions have improved sufficiently for play to commence or resume.

In situations involving adverse weather conditions or any other occurrence or condition, our first priority is the completion of the qualifying competition. Every effort will be made to achieve this objective by the end of the scheduled competition day.

In the event the qualifying competition cannot be completed by the end of the scheduled competitive day, play may be extended.  Every effort will be made to complete the qualifying competition as soon as possible.  The Open Qualifying competition will not continue beyond the end of the day immediately preceding the first scheduled tournament round of the competition.  In the event one or more of the 18-hole Open Qualifying contestants cannot be identified, those qualifying spots will be filled by the next available players on the PGA TOUR Latinoamérica Alternate List.

PGA TOUR Latinoamérica reserves the right to change the format, venue(s), qualifying spots and other criteria as presently contemplated.  In such cases, the decision of the on-site PGA TOUR Latinoamérica Official in charge shall be final.

PRACTICE ROUNDS


Practice rounds must be arranged with the host facility. Please identify yourself as a Shell Open Qualifier participant.

Practice rounds will be based on availability within one week of the qualifier.

Practice round fees will be charged at Golf Course rates.

2020 – 2021 HEALTH & SAFETY PLAN

We are very happy to return to golf, but please be aware that traditional operations have changed.  To conduct an event in a responsible manner, we need your help in following the guidelines set below:

Players and caddies follow proper hygiene practices.   

Daily temperature checks will be administered upon your arrival to the course.

A daily questionnaire must be completed after your daily temperature check.  

MUST wear a mask inside or outside when not eating, playing, or practicing.

EVERYONE must follow a stringent set of social distancing guidelines.

If players and caddies don’t follow these guidelines, it could affect not only the health of others and jeopardize the continuation of an event(s), but it could affect your ability to participate on PGA TOUR Latinoamérica (“PTLA”) in the future. 

HYGIENE PRACTICES 

We ask that players and caddies practice proper hygiene habits, including washing hands regularly and wearing masks inside or outside when not eating, playing, or practicing.

SOCIAL DISTANCING 

Players and caddies will need to practice proper social distancing on and off the golf course.  Expect that you may not be allowed in the clubhouse.  We ask that you not gather with others at the course.   Off the course, you will be asked to not dine in at restaurants (do take out only), go to bars, or frequent fitness gyms, which are common places to contract the virus.  We ask that you practice social distancing in hotel, houses, gas stations, airports, cars, and anywhere else you go.  If you are not able to properly social distance yourself, please wear a mask.

DAILY QUESTIONNAIRE & HEALTH SCREENING

Players and caddies will be required to pass a health questionnaire every day during an event.  In addition, all players and caddies will be subject to a temperature reading check in a designated area upon arrival to the golf course each day.  If you have a temperature in excess of 100.4 or you exhibit any illness symptoms (i.e., muscle aches, loss of smell or taste, shortness of breath, etc.), the player and caddie will need to leave the golf course and seek medical consultation.  Failure to complete the questionnaire and temperature reading check immediately upon arrival may result in the removal of the player or caddie from the event.  Please inform the competitions committee with any questions.

CONTACT TRACING

Should a player test positive, our staff will need to conduct a thorough contact tracing exercise to alert other players who may be exposed to the virus.  This exercise may lead us to prevent certain player participation in events unless a negative test is provided.  Hence, we cannot stress the importance of adherence to proper social distancing and wearing face masks when social distancing is not possible.

COACHES, TRAINERS, MANAGERS & FAMILY MEMBERS 

Coaches, trainers, managers, and family members will be allowed on-site at each tournament but must remain outside the ropes or on the cart path while on the golf course.  Access on-site will be determined on an event to event basis in accordance with golf course, and local municipalities restrictions and guidelines.  Masks will be mandatory for all non-players or caddies while on-site.

CLUBHOUSE ACCESS / FOOD & BEVERAGE

Access to the clubhouse and food and beverage will be determined on an event to event basis based on the golf course and country restrictions and guidelines.

LOCKER ROOMS

There will not be any locker room access during the week of the event. 

WARM-UP/PRACTICE FACILITIES

We ask that players arrive at the practice area no more than 1 hour before your scheduled starting time.  It is strongly recommended that you use the range for 30 minutes and then use the putting green for the remaining time.  The cooperation and respect of all players in following this guideline will only help to accommodate social distancing guidelines.  After your round, the amount of practice time will be very limited.  Players that don’t make the cut are not allowed on site and cannot use the driving range at any time during the rest of the week.  

STARTING AREA AND OTHER AREAS OF THE GOLF COURSE

Players, caddies, staff and starters must adhere to social distancing protocols in the starting area(s), as well as all other areas of the golf course.

SCORING AREA & SCORECARD RETURN

There will be a defined scoring area and players will be responsible for signing and returning their scorecards. Similar to starting areas, scoring areas will be set-up in an effort to promote social distancing.  Players and their marker will remain responsible for signing and returning their card(s), at which point the scoring official will verify their scores.  Players will be given further instructions regarding card collection in the scoring area to limit their interactions.

PERSONAL PROTECTIVE EQUIPMENT/SUPPLIES

Players should bring their own hand sanitizer/wipes.  We will provide hand sanitizer in common areas, such as starting and scoring areas.  Also, players, staff and volunteers must wear face masks in scoring areas and during a suspension of play when adhering to social distancing is more challenging.

COURSE EQUIPMENT

Flagsticks will be removable, and bunker rakes will be in bunkers.  Every effort will be made to sanitize these items prior to and following play.  In an effort to reduce the number of interactions, it is requested that only the player that removed flagstick replace it on any given hole.  Players are responsible for raking their own bunkers and wiping down flagsticks and rakes after use. 

PRACTICE ROUNDS

There will be a designated practice round day for each event.  Players can tee off of # 1 and # 10 during posted times prior to the Practice Round Days.  Players can play in foursomes but must follow social distancing rules during the practice rounds especially at the # 1 and # 10 Tees as players wait to tee off.  Rakes will not be provided on these days.

PRO-AM PROCEDURES

The Pro-Am is a vital economic component for the success of our tournament on PTLA for our host organizations and their local sponsors.  The following elements are a summary of the plan that will be implemented to administer the pro-am in a safe and healthy manner in accordance with country guidelines along with PTLA guidelines.

Pro-Am Overview:

o Wednesday Pro-Am teams will consist of one (1) professional and three (3) amateurs per team.

o Each Pro-Am will use tee times only consisting of a morning and/or afternoon wave.

o Morning and/or Afternoon waves will be dependent on local sales of each tournament. 

o Golf carts will be provided for amateur participants with cart path access only.

o Amateurs will have limited access to driving range and putting green in their own designated areas 60 minutes before their tee time, which will be separate from the professionals.

Pro-Am Health & Safety:

o Amateurs will be required to the same daily questionnaire and health screening as our members go through the day of the Pro-Am.

o Arrival no earlier than sixty (60) minutes prior to tee time with parking on-site for each participant. 

o Masks will be required outside the ropes for all amateurs in accordance to country guidelines.

o All amateur food and beverage will be served in grab n’ go style throughout the experience.

o Breakfast placed in golf cart upon arrival with grab n’ go F&B locations around the course. 

o PGA TOUR players and amateurs will have access to separate restroom facilities and separate designated coolers while on-course.

o Plan to follow country practices for playing golf pertaining to flagsticks and bunker rakes.

o No group or individual photos with professionals permitted.

o Socially distanced awards ceremony conducted in Clubhouse for amateurs following round.

LIMITED ATTENDANCE MODEL 

Due to the nature of the PTLA, a limited attendance model will be in effect to safely allow guests on-site during the competition rounds, Thursday - Sunday.  We are confident in our ability to successfully administer this program while maintaining the safety of players, caddies and all on-site personnel.  This program will provide critical value to our title sponsors guests.  The following elements will be in effect to administer this program in a safe and healthy manner in accordance with country guidelines.  

o All staff, volunteers, sponsor guests, clubhouse staff, and all others on-site must wear a mask at all times.  Only exception to this rule is while eating.  NO EXCEPTIONS.

o Defined areas in clubhouse for members and sponsors that are completely not accessible for our players and caddies, if applicable.

o Hospitality Zone on 18, if applicable, which will be removed from rope line.

o Zones will be clearly designated with roping/fence and signage present and will be open air featuring some spaced out seating, if applicable.

o The host org. will coordinate tickets and parking as normal.  There are no tickets for purchase in the marketplace.  

o Required Security checkpoints prior to entry on grounds.

o PTLA to ensure players and caddies keep far away from clubhouse or hospitality zone defined areas.
